You are not alone - As more regions mandate documentation to be made available in digital format rather than hard binder, Teams are struggling to make sure that their workflows are adjusted.

Don’t be afraid to put a little red tape around the Handoff process. Once your teams are adjusted, keep the new process, or move on as you see fit.
